My computer doesn\'t read some cd/dvd\'s

My computer is the HP Pavillion "entertainment" PC. I has a Blue Ray CD ROM and reads DVDs. I purchased an Epson Artisan 1430 that has Photoshop Elements 9 (bundled) DVD. My computer started to download it then suddenly said theres no file to read in my F drive. Now it cant read it at all. Both HP and Photoshop charge $$$$ for their customer assistance!I have the option to change the "zone" for this DVD (Indonesia) and I tried that but still no read. Adobe no longer offers the PSE9 trial that maybe I could convert with the serial # -only PSE 11 and it says my serial # is invalid for that version.....any ideas?
