Taskbar Graphics Glitch???

Hi, I have a problem.
My taskbar on the bottom of my screen is getting white squares all over it that glitch around which I assume are graphical errors or something.
This happens when I open a program such as Internet Explorer and it starts to happen on every program I open and increases in intensity after time.
An example of this is I will start interent explorer and then after 5 min of staying on a program then the white squares appear.
Is this a virus??
Do I need to update GPU drivers?
I am worried and this is a new computer.
Any help is appreaciated
