Internal hard drive will not start up

Hello,
installed a 2nd hard drive, when I select to be on in the bious setup, the system will not start up as if the drive won't start up, how can I wipe it clean without windows 7 os.

reinsert hdd. check hdds are showin bios. then clean install os.
