A power-on problem , please help !

I got a really strange problem with my new PC ,
the hardware list :
M/B : epox-4bda
CPU: P4 1.6A (northwood)
HD: barracuda 4 60G
MEM:KingMax DDR333 256M
And with a ATX 2.03 300W power suply .

Occasionally , it failed to power-up when I press
the power button , I have to press the Reset button
one more time . As I say , the problem does not happen
every power-on , it happened very occasionally . When
it happened , there is no VGA-Signal and with a continuous
"--dedu--dedu--dedu--" Alarm voice .The alarm voice is same
as the "CPU-Overheating" alarm (I've heard this before),but
I don't understand why it is signaled during a power-up processing even if I cut the power of my PC for a whole night ?

The Tech-Support of Epox tell me ,this is caused by
abnormal CPU-FAN rotating speed !! But I did a small
test : before the power-on , un-plug the cpu fan
power , it seem the probability of rising the problem
is not badly increased , what does that mean ?

Anyone have the same experience as mine ? Can anyone tell me how to solve the problem ? thx

No overclocking ,
All BIOS item is set to Default !
I am using a fan coming with my P4 CPU ,
The temp of CPU is very low : idle-35 C
fullload-45C .

I would try a bios flash. I was able to flash mine while running windows. Download from the epox Nederlands website; select "support" and "english" then bios 4bda (I saved it in the documents file). Click on the awdflash icon. It will ask you what file to unzip it to (I used "C:\my documents" ). Five files will be created. Click on the blue and white "awdflash icon". Enter the new bios number listed on the icon next to the awdflash icon (ex- 4bdaxxxx.bin). It will ask you if you want to save the old bios; I said no as I couldn't find the old number. Then hit "y" to continue, and wait for the screen to change showing a white rectangular block telling you the file has been written (takes about 45 seconds). Close the screen and reboot. If you get a blank screen, remove your power cord and enable the cmos jumper for 10 seconds and return to normal position, reboot and enter the bios, save and exit.

flashing your bios would help , if your booting problem is easy to re-create, try unplugging HDD/CD and all not critical boot devices and boot it several times.

Your problem might be resulting from incompatability.

It is possible. My new fan has something wrong with the rpm indicator. Sometimes it shows arround 5300 rpm and sometimes it shows 10600 rpm and other times 0 rpm. I know it can't be 0 rpm because I can see the fan running.

If this is happening it will cause the problem you described. Your motherboard will not boot if the bios does not detect a properly working fan on the cpu fan header.

HI guys,
I've tried all the way u mentioned above :
1.I updated the bois to the newest version I
can find on the EPOX web-site . It did not work
at all !
2.I changed a new 4BDA and a 4BDA2+ board back ,
but they all have this problem .

So , it seems there is nothing I can do at this
moment , maybe change a High-Speed fans .

Anyway thanks all for the help u give , when the
problem is sluted , I will let u know .

You may want to try a new PS in there, if thats not the prob you can always take it back.

why not just try a different/new heatsink and fan?
