G.P. Unable to install software. Y? Not on Domain, No G.P.

I have a lab computer that is just stand alone, no internet access, no access to USB's, cdrom, etc.
**The computer is NOT on domain and never has been.**

Somebody has managed to mess with what I think could be a service or something. When you go to install or run an exe it comes up denied due to group policy. Please contact Admin, bla bla bla.

What the heck?

Where and what do I check to see what the policy is running first of all. I'd really like to know that, because this computer is not on domain or anything. Just stand alone.

How do I remove the limit to run exe's.

lets see what policys if any are applied
1. click start
2.type cmd
3. press enter
4.type gpresult /h gpreport.html
now browse to your user folder and open the gpreport.html and it will show you policys applied to that pc.

Comes up "Access Denied" after it runs the script and tries dumping to html file. I can see the gpresult info scroll down.

Now I cannot run cmd in Administrator mode just normal.

Kaspersky rescue CD says no viruses. Wow somebody messed this pc up.
