Dell inspiron mini

Hello,
i have tried again and again to turn my dell inspiron mini on and it tells me, a hard dish problem is preventing windows from starting. could you tell me what i need to do to fix this?

1. re-install windows OS
OR
2. replace the hard drive because yours is damaged
