My friend was taking off the HSF of his processor because he got some Arctic Silver and was going to put it on or something like that. When he took the HSF off he said the entire processor was covered in a lot of that cheap silicon stuff. I saw it and it looked like he had put an entire package (maybe even 2) on almost the entire bottom of the HSF, which I believe also already had a thermal pad on it I think (rubbery orange square). Even the 4 pads on the processor (its an XP1600 or 1700 I think) had the white stuff on them. He said he got a paper towel and wiped all the silicon off, having to scratch with his finger nail relatively hard to get the stuff outta the grooves from the writting in the center and all the LX lables on the outside. I looked at it after he did this and ya can still see the whiteness on part of the processor.
Now the question is will what he did cause any damage to the processor or cause it not to perform at full potential or not to perform at all? The only way for him to test it would be to apply the arctic silver (correctly this time) and put the heatsink/fan back on, and he said he doesnt want to do this unless he is sure the processor will work.
Use a toothbrush and some liquid soap to remove any residue, and apply arctic silver using the thinest possible coat on the core only. Too much makes a mess, as with any thermal material. I don't think your friend did any harm, but there's only one way to find out.
