Well, a XP1800+ has a clock multiplier of 11.5 I believe, so I think your problem is because your FSB is running at 100MHz and not 133MHz. Let's take a look.
100x11.5=1150MHz
133x11.5=1529MHz.
Therefore I conclude your FSB is set at 100MHz and not 133MHZ like it should be. Go to your BIOS and set if from there. Easily fixed.
and if you cannot change the FSB in the bios then consult your motherboard Manual. there should be a jumper on the motherboard that controls 100/133 fsb operation. move the jumper and presto!
