If you set up your boot order in the bios, eg. CD-floppy-HD and you want to boot from the floppy on this occasion, without changing the boot order-
Question-
if the CD drive is empty, will the bios go to the next boot drive(floppy) and boot from there, if there is a boot disc(floppy) in the drive. (WinXP OS)

Yeah it will go threw the boot order until it finds something to boot up with. Also, having it set up that way will take a few seconds longer to boot to windows.

I just boot from my hard drive, and change it when I need to in the bios. Not very often.
