is this on a laptop? i dont think laptops give much in the way of over clocking.

yes it is, Sony PCG-FXA-36 Notebook.

the bios has to support changing the multiplier or the fsb, but in a laptop i dont think that the devices inside would like a fsb increase. and an increase to 1.3 from 1.0 would be more than the heatsink in a laptop could handle.
