Help: Reboot and Select Proper Boot Device or insert boot media

My computer is an:
HP Pavilion Desktop p6214y
OS: Windows 7
So I recently got the boot msg is missing error when my computer boots up. Tracked down a downloadable copy of a windows RE disk to correct the issue. It did not pick up my hard drive, leading me to believe it is pry bad. Got a new hard drive of the exact same type and just installed it. Same thing. But now it will not boot from the disk. Went into the setup screen and changed the boot priority to CD-ROM. It will still not boot. I just wana do a clean reinstall of windows 7. I have all my files on a portable hard drive. Please Help

Wait, you mean a new spot on the motherboard. K so im putting the old one back in and moving the sata cables to a new spot on the motherboard. you mean like port 1 then? Then what?
 
It sound like your win install disk is not bootable. You have to choose that option in the burn program while creating the DVD. Next you unplug the old HDD and connect only the new one, reboot, install. As you have all your files on an external disk, you don't need the old one.
