Disabling SpeedStep in XP

Hi,

I just got a new Dell Inspiron 8200 w/ a P4-M 1.6GHz. I have XP Pro and notice that the reported cpu speed on AC power only reads ~1.2GHz. From what've read it appears to be normal for XP to throttle processor speed, via built in SpeedStep technology, according to application demand. Not being the type to appreciate Windows having too much control over my system, I wonder if any one might know of a tweak to permit me to maximize cpu speed when I decide I need it?
