Someone on the Wizards board mentioned that there is a Ranger
variant that allows the Wildshape ability. They said it was in Unearthed
Arcana. For the life of me I can't find it in that book. Is it actually
in UA or is it in another book? TIA.

I know of no such Ranger variant, sorry.
I think the closest you can get is the Animal Lord prestige class, from
Masters of the Wild (3.0).

It also sounds a bit like the Totem Warrior from Arcana Unearthed,
though IDHTBIFOM and it may be a brain fart.

It is indeed in UA, under Other Class Variants, p. 58.
Gain: Wild shape (as druid, Small and Medium only), fast movement (as
barbarian).

Yup. Found it... pp58. under OTHER CLASS VARIANTS: Rangers can
gain the wildshape ability, and fast movement, but lose Combat
style, Improved combat style, and Combat style mastery.
Also from races of Eberron, Moonspeakers can wildshape.
Races of Eberon pp. 143 Moonspeaker.
