extremely slow..

I reinstalled Windows XP HOME today and everything is working fine except that I scroll down windows very slowly and I move windows very slowly. Is there any way to fix this?

Turn off all unnecessary visual effects (System properties, Advanced tab, Performance) and use View as List/Details.
Sorry if this sounds obvious.
