Windows disc won't restore Windows 7

Hello,
I had to turn off my laptop via the power button the other day and now it will not boot up. The only options given are F2 -set up and F12 - boot options.
F8 doesn't work to enter safe mode nor is there an option for safe mode in F2 or F12.
I've tried to boot from a disc but it tells me it has detected a problem and to scan for viruses and I can't find a way to exit that screen. None of the F keys work. Please help. FYI I have basic knowledge of computers and know none of your fancy lingo.
 
Press F2 for Setup (BIOS Setup) as soon as you see that screen that says "Press F2".

Go to the "Boot" section.
Put the CD/DVD drive at the top of the boot device list.
Save and Exit the BIOS.

Your laptop should now boot from any optical disc that is bootable.
