I have an Athlon 1400 on an Amd761 chipset running pc2100 ram, what's the fastest processor I can run on this setup without overclocking?

Well, your motherboard manufacturer should tell you in the website if your mobo is compatible with AXP. If not, you are at the end of the road (as long as you maintain that you don't want to overclock).
