Installer wrapper createfile failed with error 5 access is denied 2013

Ok, I was trying to update my jave to version 7 update 17. The instillation said it was intalled so I clicked the finish icon. Then I get the error pop up stating " installer wrapper.createfile failed error 5 access is denied " I used controll panel to uninstall all my previous java and all versions uninstalled exept version 6. Nest I used Revo uninstaller with a deep scan for registry files. "All" files regarding anything java were uninstalled according to revo. I restarted my computer, turned off avast antivirus and windows fire wall, then went to java.com to reinstall java 7 update 17. It installed exactly as mentioned before and I got the same error message. I titles on google saying "solved : installer wrapper.createfile failed error 5 " but I cant seem to fix this. Ive been building and maintaining my own computers for years but this ones got me stumped. Used all the trick I know and could really use some advice that works, Thanks for any help.
