Dynamically allocated shared graphics memory means your system memory is shared with the graphics processor and the amount of memory shared is dynamically allocated and managed by the computer automatically based on how much memory you need. As to the number, I have no clue. Colud be the size of the memory allocation from 65-1696 MB.

Hello margaret allison;

That probably means your graphics chip/graphics card has 64MB of dedicated graphics memory.

And that it can access an additional amount of system RAM, when needed, letting the graphics chip/card use from 65MB up to a total of 1696MB graphics memory.
