There are many ways to do that. You can get a graphics card with vivo feature and let the bundled software do the caputuring and conversion (remember you need to convert video files to MPEG2 format before you can put them on DVDs). Or you can get a TV tuner card with built-in capture function which is similar to the first solution. Finally, you can get a dedicated capture card which allows you to capture videos and convert them to MPEG format using hardware.

The first two solutions require the power of CPU to perform the job. So you need a fast CPU if you're using software to convert videos. The third solution is more expensive than the others but the capturing is done in real time. The picture quality among the three are pretty much the same (if you've got the right codecs for software encoding).

Pinnacle DC10 (now DC10+) is an excellent analog video capturing/editing solution for home users. It comes with a dedicated capture card and fine editing software. Don't know much about ATI All-In-Wonder 8500DV.

ATI's AIW 8500 is a great choice for most home video editing. The bonus is it's a pretty good gaming card also. Makes your system fairly versatile.
