Can you format a netbook without a cd/dvd drive?

i have a webbook and i need to format it i have an external c.d rom and a windowss 7 disc ive tried to connet to the webbook but it just seems to by pass it what can i do please

You have to go into the BIOS with the drive connected and set it as the first item in the boot priority. It's usually accessed by pressing one of: F2, F12, Del, or Esc right as the system posts. Search for your model netbook and BIOS to find the instructions or post the model number/manufacturer here.
