Laptop won't power-up

i have a dell latitude d 520 laptop when i plug it in the keypad/and the upper case lights flash.
but the scroll lock button stays on .the battery light flashes about every 10 secs,then all the lights go off.the screen never powers up at all.
any help would be appreciated
