mn-700 Router doesn't work when computer is turned off

I have a Microsoft mn-700 router and everything is working
great with my dell Axim and laptop. Problem is, the router
doesn't work when my base computer is off. My friend came
over and told me that his router works even when his
computer is off.

When I mean 'not working', I mean my axim and laptop
cannot detect any wireless connection when the computer is
off...

What gives??
