Just curious what is considered the average CPU temperature zone? Is 60 degrees Celsius considered within the average CPU temperature zone?

That depends on CPU freq (MHz), the cooling system, the load and the case temps so it´s very difficult to give a general range.

For your example:
Duron 1000 at 60ºC: hot
XP 2100 under load at 60ºC: fine
