What courses labtop to shortdown when power is connected

Hello,
when i powered my Toshiba laptop and it boot but when i connect power cord it will shutdown

is that shutdown as in do a proper shutdown where windows turns itself off? or do you mean the power cuts out and the laptop turns off when you connect the adaptor?
it's hard to say with so little info but a few things i would try are
- using another charger. a universal one if someone has one
- taking out the battery and starting up the laptop with just the charger in
