bad athlon 1800 xp or bad motherboard

I have a pc chips m817 that I just bout I building a computer with a 300 wat psu and athlon 1800XP. When I put it together and turned on the power the power comes on and the cpu fan runs but nothing happens. I am about to buy a new motherboard but I need to make sure it is the motherboard and not the CPU how can this be done?

Well there isn't any way for sure unless you have another mb or processor to test it with. Some things you can do are, make sure the board isn't shorting out on the case, remove all IDE, Floppy, and extraneous cables from the motherboard. Make sure only one stick of ram is in there. And try to start it up. You may be able to take your cpu to a local computer shop and have them test it for you. Or try and find a friend that has a system you can use for testing.

Time Management is very important, a bucket with a small leak in the botom loses just as much water as a bucket that is kicked over.
