I hate my ISP with a passion and am convinced my connection goes down 10 times a day for 3-5 minuets each time. Just enough to really piss you off and screw up my games. My connection (cable modem) usually returns before I can even complain to someone (Cox wait times are a joke).
All I want is a simple program that tests my Internet connection every few minuets and then logs the time when it’s down, and I want it to be free
After a month of logging my connection I plan on calling my ISP and demanding my bill prorated to the about of time my connection was actually working. For example if my bill is $30 a month. That’s about a dollar a day, if my connection is down for a total of 2 days I want my bill reduced to 28 buck.

, however I fairly certain it can be configured for this. It is not free, however the trial version should do what you want and then register if you like.
