I am installing a new amd 2100+ and my thermal paste on my heatsink is dried up. Is this important? Will my chip get too hot if I dont reapply some paste?

Yes it is important. I would clean off your heatsink and reapply thermal paste to the die of your processor and you'll be ready to go. I just used the generic Silver Thermal Compound from Comp USA for my 2100+. Works great.
