Its really hard to diagnose vague problems like this...
Start from the ground up.
Is L1 and L2 cache enabled in the bios?
Have u installed the latest windoze service pack?
Any device conflicts?
Any errors in the event manager?
Have you installed all the latest drvice drivers, including the chipset Via 4 in 1's?
UDMA enabled for your hard drives?
Any other programs that seem to be effected?
Any tasks running in the background?
Have you checked for Viruses and Trojans?

Do you perceive any slowness to the system or are you just concerned that the cpu utilization is getting hogged?

You could notice a difference. Wen you are using software that is real computer intense like games you should turn off any programs that you are not going to use while you are gamming. When I play UT or UT 2003 I have two other programs running with it. A communication program (VT) so I can talk to my team mates, and MBM5, but niether one uses much resources. Everything else is off. The new MBM5 gives you an option to check the CPU usage. I hope this helps. Take care.

Hang in there. It can only get better!
