just got a bunch of stuff from newegg, first time ive tried putting a computer together from scratch. my heatsink for the CPU has a copper base with a black square patch of goo on it. do i use thermal compound in addition to this black goo, or do i scrape off the black goo?

Use the supplied "black goo" unless you have a better goo, like arctic silver 3........If you have AS3, then I suggest completely removing the black goo. Using some Alcohol and a lint free cloth you can wipe the residual film of black goo.....Make sure theres no lint/dirt on the heatsink when applying goo.
