How fast of a CPU would I need not to bottleneck a Radeon9700 Pro? How much faster would an XP2600 be than a XP2400?

Processor speed is really only a factor in games at low resolutions (640x480 or so). When you up the resolution, you'll get fill-rate limitations on the 9700 Pro. At 1600x1200x32, processor speed won't even matter (well, it does, but anything more than a 1.6 GHz P4 will do). So I wouldn't be too worried about "bottlenecking". Your processor is responsible for vector data, and at high resolutions, it won't be a bottleneck, the 9700 Pro's fill rate will be.
