Aniso not working?

I just got my ATI Radeon 9500 Pro 128MB. Everything is working fine except for the refresh rate and Anisotropic filtering. I turn it on in the Open GL (16x) and uncheck the application preference box, but then I go into SOF2 (based on the quake3 engine directx8) and can tell that its not on. Also whenever I play a game at a res other than my desktop one the refresh rate drops to 60. One more problem, Whenever I load GTA3 my charater just contatly spins in a circle whether the keyboard or mouse are plugged in or not. I've tried reinstalling GTA3, and the drivers/directX 9 several times but that hasn't fixed it. I have Windows XP Proffesional with service pack 1 installed.

I've taken care of the refresh rate and GTA3 problem, how about aniso?
