Are you talking about a balloon pop up, or how they are a different color.

Go get the Windows XP power toys from Microsoft's website. Then run Tweak UI (onw of the toys). It has all kinds of useful tweaks one of which is disabling the pop up balloons that tell you all kinds of useless info. Basically Tweak UI is a registry modifier that allows users with no experience using regedit to modify their registry safely and easily.

This how I got rid of them, <A HREF="http://support.microsoft.com/default.aspx?scid=kb;en-us;307729" target="_new">Microsoft Link</A>.
Or you can use <A HREF="http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp" target="_new">TweakUI</A> from MS, as Rubberband said.
