Is this card a good buy? I can't find any other Radeon 8500LE in my country. Does it come clocked 250/250? Does it overclock to 275/275 without problems?

It's a solid card, I don't remember if it has a second RAMDAC for the DVI to VGA adapter though (of course it does if one is included). I believe it uses 3.6ns memory which would easily allow 275/275.

My 8500le overclocks from 250/250 to 275/275, but there are some artifacts. I just leave mine at 250/250. The performance is error-less at that level, and isn't really much slower than when run at the higher clock.

Forgot to add, I will use no case fan. My PSU is 300W, loaded with a Duron 1 GHZ, 2 sticks of PC2100 DDR RAM, 2 HDD, 1 CD-RW, 1 PCI modem, 1 SB Live! Value. Is it still possible to get 275/275 from this card without problems?

depends on teh ram and the quality of the chip

remember tat the LE version was made from lower quality chip yields, meaning they werent able to clock as high as the full fledged 8500s.. but nowadays i dont think this a problem because the 8500 isnt exactly a new design

so mainly it depends on yer ram i guess like the others said, and how hot yer system is.. yer PSU shouldnt be a prob.. i ram a similar setup on a 250watt ahahahahhahahhahaha.a....ahah...

No case fan eh? I'm not going to touch that issue, too hot for me to handle.
