Can anyone recommend a Radeon9500/Geoforce Ti4600 based card with a very quiet cooling fan (or even better a fan which only runs when the card is being fully utilised - not windows)?

There is a company offering the 9700 Pro with a fanless heat pipe. You could inquire as to whether the part is available separately.

The only one I know of is the 9700 Pro AIW that uses passive cooling.

Hercules version of the 9700Pro has a nice and quite fan. You could ofcourse buy a Zalman heatpipe-cooler, that´s completly noiseless.

EDIT: The AIW 8700Pro does not use passive cooling.
