Can this run League of Legends?

I'm helping a friend of mine buy a new laptop and he wants to stay under or around $400. All he really wants to do with it is basic computing and play league of legends (its all he really ever plays).

I own and E-350 netbook and it barely runs league of legends (cant play competitively very well) but this should be just better enough to play it I'm hoping. If anyone has any information on if this will run leagues I would very much appreciate it. Also if you can find anything that is better for the money I would appreciate that too.
