I read somewhere that the newest intel chips run much cooler then the old chips, does anyone know if the newest AMD chips are also cooler running then they were in the past, I am looking at a laptop with a AMD Phenom II X4 960T chip in it but only if it will run as cool as the intel chips can.

That's a desktop chip you're looking at.

temperature is all relative in a laptop, i know my new i7 can still get to 90C when under full load.

that said its an 45W TDP chip. P960 is only 25W, which is between low and standard power intel duo core processor. so in theory it should be cooler for a quad core.
