minion, you may tap this card and choose a ready untapped anarch you
control other than the blocking anarch"

i think that this sentence clarifies that the blocking minion must be
yours

You are incorrect.

"When a blocking anarch has just completed combat" does not include any
limitation on the controller of that blocking anarch.

The only limit on the control of the vampires imposed by the card text
is that you must control the anarch being selected to enter the new
combat.

You must choose an anarch you control to enter combat, and that anarch
cannot also have been the blocking minion. But you can jump your minion
into a follow-up combat after somebody else's anarch blocks freely.

(Note that you can't enter combat with your own minion by the rules,
still, so if your acting vampire gets blocked by an anarch you can't
subsequently use TSP to enter combat with your own minion.)
