[LSJ] NRA again?

We had something come up last night. Well, a couple of things, but
I've googled for those (like Mask of 1000 faces and NRA). But I was
pretty sure that uncarded hunts were not bound by NRA. It was argued
that it was. But the March Halcyon/Freak Drive withdrawal deck says
different.

I did some google searching, and I can't seem to find a definitive
answer. I checked the online rules, and text search for 'NRA' and
'repeat' turned up no discernible results. Where would I find the
definitive answer on NRA?

Playable by a tapped minion with Wake?

I'm sure I've seen the answer about "Tap this vampire" on a reaction
card any number of times but I can't remember what it was and I can't
find where it actually says anything in the rulings or rules.

He'll go to torpor.
He'd go even if hunt was restricted, since he still hasn't hunted (and
never will, as long as he keeps the Pulled Fangs card).
