Can you play Proxy Kissed if you control no ready Giovanni until your
influence phase?

Proxy Kissed: Master, Giovanni, Capacity +1, Master out-of-turn.,
Artist John Bridges
Put this card on a Giovanni when you move that Giovanni from your
uncontrolled
region to your ready region during your influence phase. This Giovanni gains
one
level of Potence [pot] and one level of Fortitude [for]. His or her capacity
is
increased by 1. Move 1 blood from the blood bank to this Giovanni.

So long as you control a ready one when you play it, sure.
Sincethe card can only be played on a ready Giovanni you
control, though, this isn't much of a restriction.
