Video-In TV-Out suggestions

I need a Graphics Card to record from my "vhs tapes and vcr" and TV to my HD. Also the TV-out should have a good image quality.

It doesn´t matter if the card is somewhat dated, cause my PC is dated (P3 450MHz, 256MB, win98), also I´m not a gamer.

Should not be expensive, around $50-120 used or new.
