Yes and no, a GF2 mx400 "supports" DX9, it´s compatible. This means you will be able to install DirectX 9, but you won´t be able to run any programs (games for the most part) that require a DX9 compliant card.

No, it means that any new games that require a DX9 compliant card (which yours is not), will not run at all. Older games that do not require DX9 compliancy will most likely run a bit better.
