Card Text:
Master: unique location. Hunting Ground.
Tap during your master phase to move a blood from the blood bank to
this card. Tap during your untap phase to move 1 blood from this card
to your pool or to a ready vampire you control. A vampire can only gain
blood from one Hunting Ground card each turn.
Does this mean that if three star is untapped at the begging of your
turn, you can tap it during untap for the counter, then untap, then tap
during master phase?

The "untap all your cards" is the first thing you do on your untap
phase -- you can't choose to tap the Threestar Cab Company before
untapping your cards.

Nope.
The first thing you do during your untap phase is untap all your cards, so
you untap the (already untapped) TSCC, then you tap it to move a blood. The
time for untapping has already passed at that point.
After the untapping, you can order the events during your untap phase as you
wish.
