I need this info quickly......... if i were to open a new acc for someone else to use on mycomputer how can i set restrictions on the acc such as no downloading and saving or viewing folders etc. can some one tell me???

As long as you are the Passworded Administrator, you can set user options and childlocks in the Administrator Control Section, look in the Control Panel, you must be logged in as the Administrator to set these restrictions, if you never set a password do that first.

Open Control Panel> Users>
double click the user you want to change then click group membership and set them as a restricted user
