Both WMO I have are like that, I thought it was some kind of joke on
the fact it wasn't a location, it just counted as one.

There's actually 3 different variations of WMO.
the "normal",
the "return carriage whatever" and
the one which is written without space in between the Master, Unique
Location and the text.

I presume they were printed in the order of 'without space' first,
someone pointed out the error, someone updated some file somewhere
with "carriage return whatever" as a reminder to fix it. never did. it
got reprinted in the next print run of SW, got noticed, got fixed and
got printed 'properly' on the 2nd reprint run.
