Problems with a ti4600

Hello from Spain. First, sorry for my poor english, it has been long time sice i used it ;). I have some problems with my graphic card (Sparkle ti4600), mainly in the highly demanding games (Splinter Cell, Morrowind, Neverwinter Nights, Mafia...). The big problems are two:

*Freezings every few minutes. The game freezs along 10-15 seconds, and then goes on, but skipping some frames. But i never have permanent freezings (lock ups??).

*Flickering in the textures. Textures flicker and change color all over the screen.

I have installed different versions of detonator drivers and directx, ago driver, mobo drivers and sound card drivers. No solution.

I have installed the graphic card in a friend´s PC. Any problem.

I don´t think is a heating problem. The temperatures when I am playing are: 38ºC/101ºF (CPU), 50ºC/122ºf (CASE) and 65ºC/152ºF (GRAPHIC CARD).

Someone told me it could be the power supply. It is a "no name" 300W power supply, and the components of my computer are:

*P4 2,4 Gh.
*Gibyte 8ST800 Mobo (chip Sis645DX).
*1024 Mb DDR 333.
*80 Gb HD (7200 rpm).
*Sound Blaster 5.1.
*Ti 46000.
*3 1/2 floppy drive, DVD and CD-RW.
*4 fans (micro, power supply and 2 in the case).
*10/100 card.

The monitor utility of the graphic card shows the next voltages:

AGPVDD: 1.46
DDRVDD: 2.78
NVVDD: 1.67
AGP3.3V: 3.19 - 3.22.

Should i buy a new power supply? Is other the problem? Hope someone can help me. Greetings. :)
