If a political action card was canceled by Direct Intervention or
Louhi's ability, can the acting vampire perform another political
action this turn? Can he perform THE SAME political action this turn?

Yes, becase the action is cancelled before it is actually played.

while both your answers are correct, i believe the more correct
*reason* is because the cars are 'played' (DI text "as it is played" )
but the action is not 'attempted'.
