When gaming, what would you say is a good FPS rate that will give a smooth, clean picture? Also, what software program do you use to record your FPS, or can you do it in-game?

Stay over 30fps, but try to hang around 50fps. Do a google search on a program called Fraps. I would provide a link but I just dont feel like it...sorry.

<A HREF="http://www.fraps.com" target="_new">fraps.com</A>, simple huh?

Yeah, good ol' fraps. Always reminded me of how slow my vid card is...

And some say 60fps is the magic number, while others say that 75hz (monitor refresh rate) is better for the eyes. But if I like a game enough, for me it is still playable around 20fps.
What GW said is pretty good for smooth playing.

Yeah, I'd agree the other thing is what kind of game. How much motion on the screen and are there any pans (motion within motion)
Splinter Cell probably looks great at 20fps.

Straiffing and jumping while shooting in UT2K3 (or the like) probably will look terrible.

I have found there is no set rule, just guidlines like you say.

And of course Solitaire looks fine at 2 fps. But Tetris needs at least 5fps right?

The eye is fooled at different FPS fo a variety of reasons. From motion to angles to contrast, etc.

No I don't agree Grape. I was running Solitaire at around 5fps (7fps peak) and I just had to OC my card so it could handle at least 15fps.
