Ellison Humboldt question

The card says:
"During a referendum, Ellison may burn a blood to force a ready prince
to vote as Ellison's controller wishes. This can change the prince's
votes."

Can Ellison Humboldt use her ability more than once per referendum to
force several Princes to vote? And if she can't, why?
