Can you give us some more system specs? Especially power supply, motherboard, type and amount of memory, etc. Also, can you explain a bit more what happens ... is the monitor black but the operating system loads, or does the system not POST at all?

Where does good judgement come from? Experience. Where does experience come from? Bad judgement.

Is the external power plugged in? How many watts is your power supply?.....sounds deffinately like a power issue.
Try a different power supply.

It does sound like a power supply problem. If you don't want to invest in a new supply right away, try temporarily unplugging the power connectors from all "non-essential" systems (case fans - not CPU fan!, CD rom, DVD, etc), to see if that helps to boot. I'd also recommend trying to boot from only a single stick of memory in the first DIMM slot (memory problems can often be unearthed when newer high-end graphics cards are installed). Since you can't even get into the BIOS, there's not much else you can try at this point.

Does the 9500 PRO have to be plugged into the power supply?

Reason I ask is that with my 9800 PRO, the first time I tried to boot my new comp, nothing happened except some beeps. I checked and checked and everything was hooked up correctly. Then, in the absebce of any better ideas, I plugged the graphics card into a different power plug, and suddenly it worked. Turns out the Antec Truepower has these "fan only" plugs, and even the normal-looking plugs that split off the fan-only plugs wouldn't work on the Radeon. Don't know if that's normal or just my power supply...
