Wither Dwelfs?

I was looking for any rules regarding these aberrations. A search of Google
Groups and Google haven't been that helpful. I didn't think it would be as
difficult as finding source material for gnomes which always seems to get
hits for the desktop environment.

It's "Dwelves" for plural. "Dwelf" is singular.

Do you mean as in dwarf-elf offspring?
For d20 stats, check out one of the d20zines from www.d20zines.com as
there was an article about dwelfs. Cant for the life of me remember
which issue though.
